The Hillsborough Township Utilities Authority (HTMUA), a public wastewater conveyance agency with 17 pumping stations, is seeking a highly qualified individual to oversee supervision and direction of the Authority.  

The ideal candidate should have considerable knowledge and experience of modern policies and practices of public administration; a demonstrated knowledge of state and federal laws and regulations; and experience in coordinating and administrating a multi-million-dollar budget in a public sector.

The successful candidate will also possess outstanding leadership and communication skills, an understanding of the technical aspects of wastewater utility management, and the ability to provide executive level administration and direction for  the day to day operations of the Authority and its 20 personnel, ensuring that the present and future operational goals of the Authority are met in a cost effective and efficient manner. 

The Director is also responsible for emergency responses and long and short term fiscal and capital improvement planning, including oversight of the Authority’s budgeting, procurement, and contracting processes.  Other duties include conducting monthly meetings for the Board, coordination with all of the Authority’s contracted professionals, and maintaining effective working relationships with state, county and local governmental agencies.

A bachelor’s degree in the sciences or engineering is preferred.  Must have a technical and administrative background and possess both practical and theoretical knowledge of machinery, equipment, and tools used in wastewater conveyance facilities.  Must have a minimum of ten years’ progressively responsible experience in supervision, operations, technical service, and administration and an C-3 Operator’s license or the ability to obtain an C-3 license within one year.  Professional Engineer (NJPE) and/or Qualified Purchasing Agent (QPA) are a plus.
